Stephen Mansfield is based in the Auckland area and is a recognised MPI Food Verifier.


Stephen has been involved in developing, implementing and auditing the following since the mid 1990's:

  • Food Control Plans (FCP)
  • HACCP i.e. Codex Alimentarius 2003
  • Transitional Facilities (Biosecurity Act)
  • Grain Importing Systems (GIS)
  • Plant Export Certification (Phytosanitary Certification)
  • Quality Management Systems, (ISO9001, ISO 14001, NZS 4801)
  • Laboratory Quality Management (ISO 17025)
  • Forestry Stewardship Council (FSC)
  • Product Certification for the NZ Building Code (CodeMark Scheme)
  • Fumigations (Biosecurity Act and HSNO Act)


Stephen has food safety auditing experience in a wide range of industries:

  • Food Service
  • General Manufacture of Food
  • Retail Sale of Food
  • Transport and Storage of Food
  • Manufacture of High Risk Food
  • Manufacture of Cook Chill Food
  • Primary and Secondary processing of Produce
  • Wine, including Cider


Stephen has written and delivered training, which includes:

  • Internal Auditor
  • Accredited Persons (Import Health Standard for Sea Containers)
  • Transition Facility Operators (Transitional Facilities General Standard)
  • Hazardous Substances (HSNO Act)


He is a Test Certifier under the HSNO Act for Fumigants, as well as a member of the IANZ Professional Advisory Committee for Inspection Bodies and an on-the-job assessor for the Fumigation sector.
